Shadow Count 2018

Throughout the night of Monday, January 22nd into the morning of Tuesday, January 23rd (overnight!), the NYC Department of Homeless Services (DHS) will be sending thousands of volunteers all across the city to count people experiencing homelessness.

On that same night, paid “decoys” will be planted in designated locations throughout the city. Information on the number of decoys that are counted by DHS volunteers will be used to assess the accuracy of the official DHS HOPE Count 2018. Shadow Count is funded by DHS but conducted independently by Silberman School of Social Work at Hunter College.

Shadow Count FAQs.

The Shadow Count 2018 registration and training process has now been closed. If you are still interested in becoming a decoy, you may walk in to either of our Manhattan staging areas on the night of Shadow Count (January 22) at 10PM. You will be wait listed and deployed on an as-needed basis. As a walk-in, there is no guarantee you will be deployed.

John Jay College (524 W. 59th Street btwn 10th and 11th Ave)
